Archer and UAE Regulator Reach Agreement on Air Taxi Certification Process
California-based Archer Aviation has achieved a pivotal milestone in its efforts to introduce electric air taxi services in the United Arab Emirates (UAE). The company announced on Thursday that the UAE’s General Civil Aviation Authority (GCAA) has established a restricted type certificate (RTC) program specifically for Archer’s flagship electric vertical takeoff and landing (eVTOL) aircraft, Midnight. This development provides a formalized pathway for limited commercial operations within the country. Although Archer has not disclosed whether these initial operations will include passenger flights or provided a definitive timeline for launch, the agreement represents a significant advance toward the deployment of electric air taxis in the region.
Certification and Regulatory Progress in the UAE
Archer’s collaboration with the GCAA positions it as the first eVTOL manufacturer to secure an RTC program with the UAE regulator, outpacing competitors such as Joby Aviation. The RTC program is structured to comply with international aviation standards, thereby facilitating Archer’s long-term operational ambitions in the UAE. In parallel, Archer has initiated the process for GCAA Design Organization Approval (DOA) and Production Organization Approval (POA), mirroring the certification procedures mandated by the U.S. Federal Aviation Administration (FAA).
The GCAA’s decision follows multiple site visits by its experts to Archer’s U.S. facilities and direct observation of Midnight test flights conducted at Al Ain Airport in Dubai. The Abu Dhabi Investment Office (ADIO), which is collaborating with Archer to support the launch of Midnight operations across the emirate, played a key role in finalizing the RTC program. Archer’s launch customer in the UAE is Abu Dhabi Aviation, one of the region’s largest helicopter operators. Additional “Launch Edition” customers include Ethiopian Airlines and Indonesia’s PT IKN.
Competitive Landscape and Broader Industry Context
Despite this progress, Archer faces intense competition from Joby Aviation, which in November announced its own GCAA qualification program for air taxi operations in the UAE. Joby’s program is anticipated to permit noncommercial passenger flights prior to full type certification in the United States, although it remains unclear whether Archer’s RTC follows a comparable framework. Both companies have targeted commercial launches in the UAE within the current year, though ongoing regional instability may affect these timelines.
The rivalry between Archer and Joby extends beyond the UAE market. Archer has accused Joby of misrepresenting its operations and business relationships in China, as well as mislabeling imports on customs documentation. Joby has sought dismissal of these claims in federal court, while the U.S. International Trade Commission is investigating Joby for potential import violations following Archer’s complaint. Meanwhile, Joby’s recent electric air taxi demonstration over Manhattan attracted considerable attention, underscoring the growing momentum within the sector. Nevertheless, both companies continue to confront significant challenges, including FAA certification requirements and broader public acceptance of air taxi services.
Developments in the United States
In the United States, Archer plans to commence demonstration flights of the Midnight aircraft under the FAA’s eVTOL Integration Pilot Program (eIPP) later this year. These activities, supported by transportation agencies in New York, New Jersey, Texas, and Florida, are scheduled to take place across 26 states. While these demonstrations are expected to begin in the coming months, commercial passenger service remains contingent upon regulatory approval.
