Innovation and Demand Drive Sustainable Aviation Fuel Growth
Industry leaders and academic experts convened at ADIPEC to examine the rapid development and ongoing challenges within the sustainable aviation fuel (SAF) sector. The discussions focused on the imperative to scale up SAF production while maintaining commercial viability, underscoring the necessity for robust policy frameworks and strategic investments to establish a global SAF market.
The Middle East’s Untapped Potential
Noura Al Nuaimi, Vice President of Retail Aviation at ADNOC, emphasized the Middle East’s distinctive position in the evolving SAF landscape. She contrasted the region with Europe, which has set ambitious targets to achieve 70% SAF usage by 2050, and Asia, where firm mandates and private investments are driving production growth. Despite the Middle East’s leadership in investment and financing, Al Nuaimi highlighted a critical gap in policy support and demand signals. She pointed to the absence of enabling policies and slower permitting processes as barriers to unlocking the region’s full potential. Al Nuaimi called for accelerated permitting procedures, the establishment of long-term power purchase agreements (PPAs), and increased investment to stimulate demand and production.
Global Market Dynamics and Challenges
The SAF industry faces considerable obstacles worldwide, including high production costs, limited availability of feedstock, and complex regulatory environments. North America has emerged as a frontrunner in expanding the SAF market, driven by strong policy incentives and significant capital deployment. Established energy companies such as Shell and BP are intensifying their SAF production efforts, while innovative startups like Creed Fuels and IDunnH2 are developing alternative fuel technologies. In the United Kingdom, a newly introduced SAF mandate aims to substantially increase usage by 2040. However, ongoing airport expansion projects may complicate efforts to achieve net-zero aviation targets, presenting additional challenges for the sector.
The Role of Clean Power and Technology
Dr. Jennifer Holmgren, CEO of LanzaTech, highlighted the indispensable role of clean energy in SAF production. She explained that clean power is fundamental to the conversion process, particularly in producing hydrogen through electrolysis. Holmgren stressed the urgency of deploying new fuel technologies and reiterated the need for expedited permitting and sustained long-term investment to ensure the reliability and availability of SAF.
Partnerships and Complementary Solutions
Horst H. Mahmoudi, CEO and Executive Chairman of Smartenergy, underscored the critical importance of partnerships in advancing the nascent SAF industry. He noted that current production volumes remain low and emphasized that enduring alliances are essential to navigate periods when sustainable fuels may be less economically attractive. Steve Kelly, President and General Manager of 1PointFive International, highlighted direct air capture technology as a vital complement to SAF. Kelly pointed out that addressing residual emissions through carbon capture will be crucial as the aviation industry scales its decarbonization efforts.

Despite significant challenges, industry leaders concur that innovation, investment, and policy alignment are vital to accelerating SAF growth. As global demand intensifies and regulatory frameworks evolve, the aviation sector’s transition to sustainable fuels will depend on coordinated action across regions and industries.
