Biman Bangladesh Airlines Seeks Proposals to Dry Lease Three Boeing 787-9 Dreamliners
Biman Bangladesh Airlines has launched an international tender inviting proposals to dry lease three Boeing 787-9 Dreamliner aircraft for a six-year period. This initiative forms part of the national carrier’s broader strategy to expand and modernize its fleet. According to the Request for Proposal (RFP) issued on July 15, Biman aims to induct the wide-body jets by January 1, 2027.
Terms and Technical Specifications
The dry lease arrangement requires the lessor to provide only the aircraft, while Biman will assume responsibility for crew, maintenance, insurance, and operational control under its own Air Operator Certificate (AOC). The airline is seeking offers from airlines, aircraft operators, owners, manufacturers, and leasing companies for a lease term of 72 months. Proposals must be submitted by 10:00 am Bangladesh Standard Time on August 9.
The RFP stipulates that the aircraft should ideally be delivered by January 1, 2027, although deliveries up to February 28, 2027, will be considered. Eligible aircraft must be no older than 15 years as of June 30, 2027, powered by GEnx-1B74/75 engines, and have a maximum take-off weight of 254 tonnes. Preference will be given to sister-ship aircraft from the same lessor to ensure fleet commonality.
Each aircraft is required to feature a two-class cabin configuration with over 300 new passenger seats and must be delivered in full operating condition, complete with valid Certificates of Airworthiness and Registration. Major scheduled maintenance, including heavy checks and landing gear overhauls, must not be due within the first 24 months of the lease. Delivery is expected immediately following a fresh C-check.
Biman’s technical requirements are comprehensive, encompassing advanced avionics, Engine and Aircraft Health Monitoring systems, Flight Data Monitoring, upgraded flight recorders, TCAS Version 7.1, ACARS, Terrain Awareness and Warning Systems, satellite communications, GPS/GNSS navigation, and compliance with FAA, EASA, and Civil Aviation Authority of Bangladesh regulations. The aircraft must be painted in Biman’s livery at the lessor’s expense and equipped with Atlas-standard galley facilities capable of serving two major and two minor meals per flight.
Financial and Market Considerations
Financial proposals must separately detail monthly lease rentals, maintenance reserves for major components, and security deposits. Biman anticipates each aircraft will operate approximately 4,000 flight hours annually. The evaluation process will assign a 25% weighting to technical proposals and 75% to financial proposals, with the highest-scoring bid selected. Negotiations with shortlisted bidders will take place in Dhaka before finalizing any agreement. Biman reserves the right to accept or reject any proposal.
This leasing initiative occurs amid a volatile aircraft leasing market, where lessors are increasingly reclaiming aircraft from financially distressed carriers such as SpiceJet. These market dynamics may intensify competition for available aircraft, potentially impacting lease terms and availability. While some investors may view Biman’s move as a strategic opportunity to secure modern, fuel-efficient jets at favorable rates, competitors may respond by reassessing their own fleet strategies. Broader economic uncertainties, including disruptions in financing markets, could also influence the terms and feasibility of dry leasing agreements in the current environment.
