Assam Approves Maintenance, Repair, and Overhaul Policy for 2025
Strategic Vision for Aviation Hub Development
The Assam State Cabinet has formally approved the Maintenance, Repair, and Overhaul (MRO) Policy for 2025, marking a significant step towards establishing the state as the premier aviation MRO hub in Northeast India by 2030. This policy is designed to attract substantial investment and stimulate business aviation activities, positioning Assam as a strategic player in the regional aviation sector.
Chief Minister Himanta Biswa Sarma announced the policy following a cabinet meeting, emphasizing the creation of a High-Powered Investment Committee. Chaired by the Chief Minister himself, this committee will oversee projects valued at ₹10,000 crore and above, facilitating policy-level decisions, expediting clearances, and offering customized incentives to encourage high-value investments. The government anticipates a positive market response, with investors closely monitoring Assam’s efforts to enhance its aviation infrastructure.
Despite the optimistic outlook, the policy faces potential challenges, including regulatory compliance issues, operational efficiency concerns, and intensified competition from other regions. Industry experts suggest that rival states may respond by forming strategic partnerships or expanding their own MRO capabilities to protect their market share.
Education Reforms and Political Context
Alongside the MRO policy, the cabinet approved several measures aimed at strengthening Assam’s education sector. The Assam Non-Government Educational Institutions (Regulation of Fees) (Amendment) Bill, 2025, was passed to ensure transparent registration, fee regulation, and periodic renewal for all private educational institutions, including those managed by minorities under Article 30(1) of the Constitution. These reforms are intended to promote equity and affordability, safeguarding the interests of students and parents.
Additionally, the Assam Education (Provincialization of Services of Non-Teaching Staff of Venture Educational Institutions) (Amendment) Bill, 2025, was approved to provide a six percent annual increase in the fixed monthly salaries of provincialized non-teaching staff. This measure addresses longstanding demands for salary revisions and aims to enhance morale and career progression among non-teaching employees.
The cabinet also resolved to present the Mehta (Unofficial) Judicial Commission of Enquiry Report on the 1983 Assam Election violence during the forthcoming session of the Assam Legislative Assembly.
These policy initiatives emerge amid heightened political scrutiny. The government’s reform agenda coincides with controversy surrounding Minister Ashok Singhal’s recent social media remarks on “Gobi farming,” which have drawn sharp criticism from opposition figures, including Congress MP Shashi Tharoor. While the MRO policy is expected to strengthen Assam’s economic prospects, the administration continues to navigate complex political dynamics alongside market expectations.
With the introduction of the new MRO policy and education reforms, Assam is positioning itself for accelerated growth, even as it contends with regulatory challenges and political debate.
