Uzbekistan Explores AI and Digital Technologies to Advance Aviation
Rapid Growth Amidst Emerging Challenges
Uzbekistan’s aviation sector is undergoing a period of rapid expansion, with passenger traffic reaching nearly 180% of pre-pandemic levels, surpassing growth rates in most major Asian subregions. In 2025, the country’s airports handled over 13 million passengers, supported by more than 15 airlines and expanding fleets. This surge is driven by market liberalization, a digitally savvy consumer base, and the transformation of regional trade corridors, positioning Central Asia as an emerging international logistics hub.
Despite this momentum, Uzbekistan’s aviation industry remains in its early stages of development. The country records approximately 133 flights per thousand residents, a figure significantly lower than those in developed economies. The average ticket price equates to 25 days of income, markedly higher than in neighboring Kazakhstan, where it is four days, or in Western countries, where it averages just one day. Although over 95% of the population has internet access, only about one-third of airline tickets are purchased through digital channels. Loyalty programs are underdeveloped, digital check-in adoption is slow, and customer data remains fragmented. Many ground operations continue to rely on manual processes, leading to long queues and overburdened call centers.
Embracing AI for a Digital Leap
A recent Boston Consulting Group (BCG) study, “The AI-First Airline,” projects that airlines adopting artificial intelligence (AI) could outperform competitors by 5 to 6 percentage points in operating margin by 2030. For Uzbekistan, this global shift toward AI offers a unique opportunity to bypass traditional development stages and build a modern, digital aviation sector from the ground up.
Andrey Novitsky, Managing Director and Partner at BCG and Head of the Tashkent office, emphasized Uzbekistan’s strategic position: “A favorable combination of market liberalization, digital maturity, and rapid passenger growth provides a powerful impetus for swift sector development. Yet, existing players unprepared for change risk losing their positions just as quickly.” Integrating AI and digital solutions could revolutionize the aviation landscape by enabling personalized passenger offers, real-time luggage tracking, and proactive disruption management—capabilities already standard among global aviation leaders.
By adopting advanced digital and operational models, Uzbekistan has the potential to redefine fleet management, route networks, and customer engagement. However, the integration of these technologies presents significant challenges. Legacy infrastructure may not be fully compatible with new digital systems, complicating implementation. Investor sentiment may vary, with some attracted by modernization prospects while others remain cautious due to the country’s political and economic environment. Furthermore, regional competitors such as Kazakhstan and Turkmenistan are accelerating their own digital and AI initiatives, intensifying competition within Central Asia.
Aligning with Broader Technological Trends
Uzbekistan’s push for digital transformation in aviation aligns with wider global trends, including the rapid growth of digital agriculture driven by the Internet of Things (IoT), AI, and satellite technologies. To maintain competitiveness, the country must ensure its technological advancements meet international standards.
With annual economic growth rates of 6 to 7 percent, Uzbekistan has the potential to double key aviation indicators by the mid-2030s. Achieving this vision will require not only embracing AI and digital technologies but also effectively navigating integration challenges and responding to evolving regional and global dynamics.
