Joby and Saudi Arabia Announce Electric Air Taxi Deployment Plans
Joby Aviation, Inc. (NYSE: JOBY), a prominent developer of electric air taxis, has entered into a strategic partnership with Saudi Arabia’s General Authority of Civil Aviation (GACA) to accelerate the introduction of electric air taxi services within the Kingdom. Announced on November 12, 2025, the agreement seeks to establish Saudi Arabia as a leader in advanced air mobility (AAM) by adopting U.S. Federal Aviation Administration (FAA) certification standards to facilitate regulatory approval for Joby’s aircraft.
Collaborative Framework for Regulatory Development
The memorandum of understanding between Joby and GACA sets forth a collaborative framework centered on three primary areas. First, Joby will contribute its technical expertise in type design, production, and operational procedures to help develop a robust regulatory environment that ensures safe and scalable air taxi operations in Saudi Arabia. Second, the partnership aims to validate FAA Type Certification within the Kingdom, aligning with international airworthiness standards to maintain stringent safety benchmarks. Third, efforts will focus on regulatory harmonization, including the establishment of pilot licensing, maintenance protocols, and airspace integration, all critical to enabling the initial phase of electric air taxi operations.
Captain Sulaiman bin Saleh Al-Muhaimedi, Executive Vice President of Aviation Safety and Environmental Sustainability at GACA, highlighted the significance of the partnership in advancing Saudi Arabia’s AAM ambitions. He emphasized the importance of localizing manufacturing components and cultivating highly skilled national talent to foster an innovative ecosystem within the Kingdom.
JoeBen Bevirt, founder and CEO of Joby Aviation, underscored the global implications of the initiative. Having collaborated with the FAA since 2016 on certification and commercial operations, Bevirt expressed optimism about extending these standards internationally through the partnership with GACA, aiming to deliver quiet, fast, and convenient air mobility solutions to Saudi Arabia.
Strategic Alignment with Vision 2030 and Market Context
This agreement aligns with Saudi Arabia’s Vision 2030 objectives to modernize its economy and infrastructure. It builds upon Joby’s existing collaboration with Abdul Latif Jameel, which explores the potential delivery of up to 200 aircraft in the Kingdom. Saudi Arabia thus joins a select group of launch markets for Joby’s air taxi service, including the United States, United Kingdom, Japan, South Korea, and the United Arab Emirates.
The announcement has been met with positive market reactions, reflected in an uptick in Joby’s stock price and favorable sentiment in the options market.
