Sonoma County Board of Supervisors Revisits Controversial Government Office Deal
The Sonoma County Board of Supervisors is set to reconsider a contentious proposal to purchase a premium office building near the county airport. The property at 400 Aviation Boulevard, owned by American AgCredit, is now offered at $49.5 million—a reduction of $6.5 million from last year’s proposed price. The earlier deal was abandoned amid allegations of pay-to-play practices and concerns over the county’s negotiation transparency.
Revised Proposal and County Needs
County Executive David Guhin, who assumed his role earlier this year, emphasized that the updated plan aims to address several critical county needs, including new housing, an emergency operations center, and expanded office space for additional departments. Guhin highlighted the proposal’s potential for significant net savings while meeting multiple objectives, describing it as a comprehensive solution to pressing county requirements.
Despite the price reduction, the proposed purchase price remains $3.5 million above the higher of two appraisals previously commissioned by the county. The three-story building, completed in 2016, encompasses approximately 132,000 square feet and sits on a 7.65-acre site with 396 on-site parking spaces. Since 2024, Sonoma County has leased portions of the building for its public infrastructure and regional parks departments, incurring $4.1 million in rent to date. If the acquisition proceeds, the county anticipates investing up to an additional $22.9 million in tenant improvements.
Public Scrutiny and Regional Implications
The renewed consideration of this purchase has reignited public debate and scrutiny. Earlier discussions provoked significant backlash, with critics questioning the county’s fiscal prudence and transparency throughout the negotiation process. The current proposal is expected to face similar skepticism from residents and market observers alike.
This decision also unfolds within a broader regional context marked by shifting economic development strategies. Notably, Solano County supervisors recently rejected a plan for a shipyard and maritime manufacturing hub, a development that may influence investment and growth initiatives across the North Bay. Sonoma County’s deliberations could therefore have wider implications, potentially affecting competition among local governments and development firms seeking to attract resources and projects.
As the Board of Supervisors prepares to vote, the outcome will not only determine the fate of the 400 Aviation Boulevard property but may also influence public confidence in county leadership and shape the region’s future approach to government real estate and economic development.
