Aviation Minister Highlights Innovation and Accountability in Ministry Reform
Newly appointed Civil Aviation and Tourism Minister M Rashiduzzaman Millat has called for innovative planning and enhanced coordination to rejuvenate the ministry’s operations. Speaking to officials and employees shortly after taking office on Sunday morning, Millat emphasized that exceptional performance would be duly recognized, while negligence and subpar results would be met with strict accountability measures.
Vision for Modernization and Improved Coordination
Millat outlined his ambition to assemble a dynamic team under new leadership, moving away from traditional bureaucratic methods. He identified bridging coordination gaps between the ministry and its affiliated agencies as a critical priority. To accelerate progress and foster fresh ideas, the minister announced plans to introduce necessary reforms aimed at encouraging innovation and streamlining workflows.
In a move to strengthen oversight and engagement, Millat revealed his intention to spend one day each week working directly from either the Civil Aviation Authority of Bangladesh (CAAB) or Biman Bangladesh Airlines. This hands-on approach is designed to facilitate closer monitoring of agency activities and enable more rapid decision-making.
Challenges and Industry Response
Acknowledging the complexities involved in adopting new technologies, Millat cautioned that managing the transition while ensuring accountability would be a significant challenge. He stressed that innovation must be balanced with effective oversight to avoid pitfalls experienced in other sectors, citing recent supply chain disruptions at Honeywell Aerospace as a cautionary example. These challenges underscore the difficulties inherent in scaling innovation and may influence the ministry’s broader modernization objectives.
The minister also anticipated skepticism from traditional industry stakeholders resistant to departing from established practices. He suggested that competitors might respond by embracing similar innovative strategies or forming alliances to share the risks and costs associated with new initiatives.
Infrastructure Upgrades and Expansion Plans
Millat provided updates on key infrastructure projects, reporting progress on upgrading Cox's Bazar Airport to meet international standards. He expressed optimism that international flight operations could commence there by October, a development expected to enhance tourism connectivity between Cox’s Bazar and both domestic and international destinations.
Further, the minister announced that the soft opening of the third terminal at Hazrat Shahjalal International Airport is scheduled for December 16. Preparations include finalizing an agreement with a Japanese company by September. Plans are also underway to launch direct flights between Dhaka and New York next year, alongside the addition of ten leased aircraft to Biman Bangladesh Airlines’ fleet.
Upon his arrival at the ministry around 9 a.m., Millat was warmly welcomed by officials and employees. He subsequently held discussions with ministry personnel and representatives from various agencies. Expressing gratitude to Prime Minister Tarique Rahman for his appointment, Millat described the leadership change as a routine process and reaffirmed the new administration’s commitment to collective and effective efforts in achieving its ambitious goals.
