Bangladesh Launches Initiative to Become Regional Aviation Hub
Strategic Vision for Aviation Sector Growth
Bangladesh has embarked on an ambitious plan to transform its aviation sector into a regional hub, a move aligned with the government’s broader goal of achieving a trillion-dollar economy by 2034. Civil Aviation and Tourism Minister M Rashiduzzaman Millat announced this initiative during the "World-Class Aviation for Bangladesh's Economic Advancement" conference held at the United Convention Centre in Dhaka. Emphasizing the critical role of aviation in the nation’s economic future, Millat underscored the government’s commitment to overcoming existing limitations and modernizing the sector.
Under the leadership of Prime Minister Tarique Rahman, the government aims to elevate Bangladesh’s aviation infrastructure and services to international standards. Airports, Millat noted, serve as a barometer of national progress, and the country must move beyond inherited challenges to realize its full potential. Central to this transformation is the development of world-class airports, streamlined passenger and cargo operations, and the establishment of domestic maintenance, repair, and overhaul (MRO) facilities.
Regulatory Reforms and Infrastructure Development
Currently, Bangladesh relies on foreign facilities, particularly in India and Singapore, for aircraft maintenance, a process that is both costly and complex. To address this, the government plans to amend the Civil Aviation Act and related regulations to foster the growth of domestic MRO capabilities. This shift is expected to reduce operational costs and simplify procedures for airlines.
In a significant regulatory overhaul, civil aviation rules are being reviewed for the first time in 42 years. The government is actively engaging industry stakeholders in drafting new regulations designed to facilitate business growth while upholding safety and operational standards. Minister Millat encouraged industry representatives to provide input on easing operational challenges, signaling a collaborative approach to policy reform.
On the infrastructure front, the revival of the $2.1 billion third terminal project at Hazrat Shahjalal International Airport (HSIA) stands as a cornerstone of the hub initiative. After its previous cancellation, the government has resumed negotiations with Japan to ensure the project’s completion. Since Prime Minister Rahman assumed office, five meetings have been held with Japanese officials and stakeholders to advance the development. Once operational, the new terminal will double HSIA’s passenger capacity from 12 million to over 24 million annually. Recent enhancements in baggage handling have also contributed to significantly reducing passenger waiting times.
Challenges and Regional Dynamics
Despite these promising developments, Bangladesh’s aspirations face considerable challenges. Elevated fuel prices and ongoing conflicts in the Middle East have disrupted air routes, complicating efforts to enhance regional connectivity. Competing airlines may seek alternative routes or markets, potentially undermining Bangladesh’s position as a regional hub. Furthermore, emerging clean-energy initiatives in neighboring countries, such as Pakistan, could influence future logistics and infrastructure investments, necessitating adaptive strategies.
Security and military developments in the region also present complexities. The export of China’s Chengdu J-10CE fighter jets to countries including Uzbekistan and Bangladesh may impact aviation security and regional stability, factors that the government must carefully consider as it advances its aviation sector.
Minister Millat concluded by affirming that these reforms and investments are vital for positioning Bangladesh as a competitive regional aviation hub, capable of supporting the country’s broader economic ambitions amid a rapidly evolving regional landscape.
