Oita Prefecture Partners with UK’s Skyports to Advance Flying Car Operations by 2028
Oita Prefecture has formalized a strategic partnership with Skyports Infrastructure, a UK-based leader in vertiport development, to accelerate the commercial deployment of flying cars by 2028. The agreement, signed on July 2 at the prefectural government office, aims to harness Skyports’ extensive global expertise as Oita advances its next-generation air mobility initiatives.
Scope of the Partnership and Strategic Objectives
Under the terms of the collaboration, Skyports will provide advisory services and facilitate information exchange to support the social implementation of flying car technology. The company will also conduct comprehensive surveys and studies to assess the infrastructure requirements, including takeoff and landing facilities, essential for operational readiness. Additionally, the partnership seeks to foster cooperation with aircraft manufacturers and related businesses to build a robust ecosystem for flying car operations.
At the signing ceremony, Addison Ferrell, Skyports’ director and head of infrastructure, and Governor Kiichiro Sato underscored Oita’s potential to emerge as a leader in advanced mobility. Ferrell emphasized the opportunity for the prefecture to establish a benchmark in next-generation transportation, committing to maximizing benefits for local residents. Governor Sato expressed cautious optimism, acknowledging that while flying car technology remains under development and is not yet ready for widespread adoption, Skyports’ infrastructure expertise will be critical as Oita progresses.
Skyports’ Experience and Challenges Ahead
Skyports brings a proven track record to the partnership, having constructed the world’s first commercial vertiport for electric vertical takeoff and landing (eVTOL) aircraft in Dubai in April 2026, with commercial operations scheduled to commence in 2027. In Japan, the company maintains a capital and business alliance with Kanematsu and is actively engaged in demonstration tests for vertiport operations and boarding procedures, preparing for future commercial services.
Despite the promising outlook, significant challenges remain. Regulatory hurdles, technological maturity, and public acceptance are key obstacles that must be addressed. The success of flying car operations in Oita will depend on navigating Japan’s evolving regulatory framework and ensuring that both infrastructure and public sentiment are adequately prepared for this transformative mode of transport.
Context Within Global Urban Air Mobility Trends
This partnership emerges amid a growing global interest in sustainable urban air mobility. Recent trials of electric air services in Norway and Sweden, alongside the UK’s Operation Blue Skies, highlight the accelerating momentum behind next-generation air transport solutions. These international developments are likely to influence Oita’s project and may prompt competitors, both domestic and international, to initiate similar ventures in the rapidly evolving flying car sector.
Market observers have responded to Oita’s announcement with heightened attention to urban air mobility, noting the potential for other regions and companies to pursue comparable initiatives in an effort to capture emerging market opportunities. As Oita Prefecture and Skyports advance their collaboration, their efforts are poised to play a pivotal role in shaping the future landscape of air mobility in Japan and beyond.
