Malaysian Army to Receive Leased AW149 Helicopters in 2026
The Malaysian Army is poised to enhance its aviation capabilities with the introduction of four Leonardo AW149 helicopters scheduled for delivery in 2026. These aircraft will be acquired through a government-backed 15-year lease agreement rather than a direct purchase. Army Chief General Datuk Azhan Md Othman confirmed that the helicopters are expected to enter operational service by August 2027, or by the end of that year at the latest.
Strategic Leasing Arrangement and Broader Modernization Efforts
The leasing contract, formalized with Weststar Aviation in December 2024, forms part of a wider government initiative aimed at modernizing military assets while optimizing resource allocation. Officials have described this privatization approach as a strategic measure designed to enhance procurement efficiency and ensure more effective resource management. The government emphasized that this leasing model offers potential long-term cost savings without compromising the quality or functionality of the military assets.
General Azhan further revealed plans to acquire an additional four AW149 helicopters under a similar leasing framework, reflecting a growing institutional preference for this procurement method. Leasing provides two significant advantages: expedited access to advanced aviation technology and the transfer of maintenance and sustainment responsibilities to the lessor, thereby reducing the logistical and operational burden on the Army.
Challenges and Wider Procurement Context
Despite the benefits, integrating the AW149 helicopters into the existing fleet presents several challenges. These include ensuring compatibility with current operational protocols, adapting to new technological systems, and managing the complexities of maintenance and support logistics. Defense analysts are closely monitoring Malaysia’s decision, assessing the strategic value of the AW149 in comparison to other helicopter models available on the international market. This move may also influence future procurement strategies, particularly as regional competitors explore alternative platforms and acquisition approaches.
The 15-year lease agreement, finalized between the Malaysian government, Leonardo, and Weststar at the LIMA exhibition in May 2025, is valued at approximately US$3.5 billion and covers up to 28 helicopters. The distribution plan allocates twelve helicopters to the Royal Malaysian Air Force (RMAF), seven to the Royal Malaysian Police, four to the Malaysian Maritime Enforcement Agency, two each to the Royal Malaysian Navy and Fire & Rescue Department, and one to the Prime Minister’s Department.
At the same event, the Ministry of Defence awarded Weststar Aviation Services a contract worth MYR187 million (US$47.5 million) to provide helicopter leasing services to the RMAF, specifically for four AW139 helicopters, supplementing four already on lease. The RMAF, which retired its Sikorsky S-61A-4 Nuri helicopters, was directed in 2024 to pursue a lease for a dozen AW149s rather than acquiring dedicated combat search and rescue aircraft. Additionally, the RMAF relies on private contractors for the sustainment of its Airbus H225M fleet, with BHIC AeroServices securing a five-year, RM378 million contract in August 2024 for support services.
The selection of the AW149 aligns Malaysia with other militaries, including the United Kingdom’s Royal Air Force, which recently chose the model for its New Medium Helicopter programme. As Malaysia advances the integration of leased helicopters into its defense forces, its approach may establish a precedent for future military acquisitions across the region.
