Miami-Dade Airports to Pilot Air Taxi Management System
Miami International Airport (KMIA), Miami Executive Airport (KTMB), and several other local airports are preparing to launch operational trials involving drones and electric vertical takeoff and landing (eVTOL) air taxis. This initiative represents a significant advancement toward establishing advanced air mobility in South Florida. The Miami-Dade Aviation Department (MDAD) announced on Tuesday the installation of a new air traffic management system at Miami Executive Airport, which will serve as a “live testing ground” to evaluate air taxi operations under real-world conditions. The pilot program, named “SafeLand,” will also extend to Miami International and other county-operated airports, including Opa-Locka Executive (KOPF), Dade-Collier Training and Transition (KTNT), and Miami Homestead General Aviation (X51).
The SafeLand Program and Its Implementation
SafeLand will be implemented in partnership with Bell-Dancy Industries (BDI), a Los Angeles-based company specializing in autonomous infrastructure for advanced air mobility (AAM) aircraft. BDI’s flagship platform, ALTA (Autonomous Landing and Take-off Assistant), is engineered to establish protected airspaces for AAM operations at airports, vertiports, and other designated sites. The system is designed to support a range of applications, including commercial, medical, and military uses. The program will initially focus on uncrewed drone operations to rigorously test the system before progressing to full-scale air taxi trials under the oversight of the Federal Aviation Administration (FAA).
MDAD characterizes SafeLand as a “structured pilot program” intended to develop both the physical and digital infrastructure necessary to support urban air taxi operations. While the initial deployment of ALTA at Miami Executive Airport is confirmed, further details regarding its integration at other airports remain limited.
Miami-Dade County Mayor Daniella Levine Cava underscored the county’s dedication to innovation and advanced mobility. She stated, “Initiatives like the ‘SafeLand’ program reflect our commitment to building a smarter, safer, and more resilient transportation ecosystem that expands opportunity, strengthens economic growth, and ensures every community benefits from the future of aviation.”
Challenges and Industry Context
Despite the program’s promise, Miami-Dade faces several significant challenges. Regulatory obstacles persist, particularly as the FAA continues to develop certification processes for eVTOL vehicles. Industry players such as Joby Aviation, which has partnered with Delta Air Lines, are navigating complex approval pathways further complicated by an ongoing investigation by the US International Trade Commission into Joby’s trade practices. Market competition is intensifying, with rivals like Archer Aviation raising concerns over patent infringements, issues that could affect the pace and scope of air taxi deployment. Additionally, the development of new charging infrastructure and securing public acceptance of air taxis remain critical factors that could influence the program’s success.
BDI CEO Darrell Bell emphasized the broader ambitions of the initiative, describing the goal as creating a “repeatable model” for other states. He noted, “The infrastructure we build here will serve as a reference point for cities around the world.” The FAA is currently considering third-party providers such as BDI, Thales, and ANRA Technologies to manage uncrewed aircraft traffic under a proposed Part 146 framework, which would complement manufacturers’ own operating systems.
Miami’s SafeLand initiative follows a similar pilot launched at San José Mineta International Airport (KSJC) in California, where ALTA will also be installed and tested. That project will begin with drone operations before advancing to eVTOL models and is eligible for the FAA’s eVTOL Integration Pilot Program (eIPP). However, broader industry challenges underscore the complex path ahead for integrating air taxis into urban airspace.
