FG Advances Digital Transformation as Aviation Ministry Launches ECM Project Team
The Federal Ministry of Aviation and Aerospace Development has marked a pivotal moment in Nigeria’s digital transformation efforts with the inauguration of a reconstituted Project Management Team (PMT) dedicated to implementing an Enterprise Content Management (ECM) system. This initiative forms part of the broader 1Gov Solution programme aimed at modernizing government operations. The launch ceremony, presided over by Permanent Secretary Mahmud Adam Kambari, FCNA, FICA, took place on May 13, 2026, in Abuja.
Strategic Objectives and Project Scope
Permanent Secretary Kambari outlined the ECM initiative as a strategic reform designed to modernize records management, streamline workflow processes, enhance information sharing, preserve institutional memory, and ultimately improve service delivery within the Ministry. He stressed that the successful deployment of the ECM system would significantly enhance operational efficiency, transparency, accountability, and timely decision-making, thereby reinforcing the Ministry’s institutional performance.
The PMT’s mandate encompasses developing and implementing a comprehensive ECM roadmap aligned with federal digitalization policies, coordinating ECM deployment across various departments, and overseeing critical activities such as document digitization, data migration, and business process automation. The team is also tasked with promoting capacity building and managing change among staff, ensuring compliance with records management and information security standards, and monitoring progress through regular reporting to senior management.
Ibrahim Lawan, Director of Planning, Research and Statistics, chairs the PMT and has called on members to maintain a strong commitment to fulfilling the project’s objectives. Ogba U. Ukpabi serves as Co-Chairman, with additional members drawn from relevant departments to provide cross-functional expertise.
Challenges and Broader Context
While the launch represents a significant advancement in the Ministry’s digital governance agenda, it occurs against a backdrop of complex challenges facing Nigeria’s broader digital transformation landscape.
